When to use it

Use ～を問わず in written or formal spoken Japanese to state that some condition or category has no bearing on the outcome — typical of recruitment notices, product copy, contract terms, and reports. It attaches to nouns naming a variable (age, industry, weekday/weekend), not to a specific instance, so 経験を問わず works but ×田中さんを問わず does not. In casual speech ～に関係なく or ～でも is more natural.

Formation

Noun + を問わず — the standard and by far most common form: 年齢を問わず、業種を問わず
Paired/compound nouns are idiomatic: 男女を問わず、昼夜を問わず、社内外を問わず、経験の有無を問わず
Verbs / i-adjectives / na-adjectives cannot attach directly; nominalize with かどうか or か否か: 参加するかどうかを問わず、有料か無料かを問わず
Attributive form: ～を問わない + noun — 経験を問わない求人、時間帯を問わないサービス
Sentence-final: ～を問わない — 応募資格は国籍を問わない。
