Use ～わけではない to deny an inference the listener could reasonably draw from what was just said or from the situation — "that doesn't mean...". In business it softens pushback: you concede part of the picture while blocking an over-reading (e.g. "I'm not saying we oppose it"). Formal written and spoken registers use わけではありません／わけではございません; ～というわけではない adds a further hedge.
