When to use it

Use in written reports, analyses, minutes, and formal email when stating a conclusion or forecast as an objective, impersonal inference rather than a personal opinion. It is a notch more formal and more detached than plain ～と考えられる, and is common in 決算報告書, 監査報告, 調査レポート and 議事録. Avoid it in casual speech, where it sounds bureaucratic.

Formation

  • Verb: plain form (present or past) + ものと考えられる — 伸びるものと考えられる / 完了したものと考えられる
  • i-adjective: plain form + ものと考えられる — 影響は小さいものと考えられる
  • na-adjective: 〜である + ものと考えられる — 不十分であるものと考えられる (〜なものと is avoided, since もの reads as a real noun)
  • Noun: 〜である + ものと考えられる — 設定ミスであるものと考えられる
  • Polite: ～ものと考えられます; hedged variants: ～ものと思われる / ～ものとみられる; 存在文 style negative: ～ないものと考えられる
