When to use it

Use ～ものと思われる when stating an inference or estimate in a detached, objective register — press releases, incident reports, market outlooks, formal email. It is markedly stiffer than ～と思われる and much stiffer than ～でしょう, so it signals that the judgment is institutional rather than personal. Common in reporting causes, forecasts and probable outcomes where you want to hedge without sounding uncertain.

Formation

  • Verb: plain form + ものと思われる（下回る／下回った／下回っている ものと思われる）
  • i-adjective: plain form + ものと思われる（高い／高かった ものと思われる）
  • na-adjective: 〜な or 〜である + ものと思われる（限定的な／限定的である ものと思われる）— である is more formal
  • Noun: 〜である or 〜による + ものと思われる（原因である／設定ミスによる ものと思われる）
  • Polite form: ものと思われます。Negative: 〜ないものと思われる。Often preceded by 〜ことから／〜を踏まえ
