When to use it

Use ～もかまわず in written or formal narration to say someone acted without regard for something they would normally be expected to mind — other people's eyes, the time, the cost, their own position. It carries an evaluative nuance (admirable boldness or, more often, inconsiderateness), so it fits reports, minutes and articles describing someone else's conduct rather than your own plans.

Formation

Noun + もかまわず — 人目もかまわず、周囲の迷惑もかまわず
Verb (plain non-past) + のもかまわず — 会議が長引くのもかまわず
い-adjective + のもかまわず — 忙しいのもかまわず
な-adjective + なのもかまわず — 不在なのもかまわず
Written 構わず in formal text; the clause it modifies almost always describes a third party's action, and the marked item is something the actor should have taken into account.

The director raised his voice in the meeting, heedless of everyone watching.
I'd rather not force a schedule on them without regard for their convenience.
They keep adding staff, without caring that costs are piling up.
Unfazed by the crowd of reporters, the president answered the questions.
He calls clients with no regard for the hour.
