When to use it
Use ~に照らして when you evaluate or judge something against an explicit external standard — a law, contract clause, internal rule, precedent, or established fact. It is a formal written pattern that appears constantly in reports, legal opinions, audit findings and email judgements; in speech you would more likely say ~を見ると or ~から考えると. Note the nuance: the reference point must be something one can "hold up to the light" and check against, not merely a reason or cause.
